REORG with a new keyword should transfer the page set work to DFDSS

Why is the above idea useful? Sometimes you need to move page sets around due to altering the HLQ, due to removing extents etc. These actions do not require an unload and reload of the data, because it is external stuff out of DB2 scope. For small objects the additional REORG work of unload and reload does not matter, but we have large page sets (1TB per partition).

We for example need to move a lot of data (1,5PB) around and use for this ALTER STOGROUP and DFDSS COPY. Unfortunately there are some leaks (quiescing applications) in this ALTER STOGROUP process therefore we opened DB24ZOS-I-1721 (ALTER STOGROUP is a deferred ALTER) and the REORG has the logic to handle the exclusive control over the page set by draining etc. Therefore this requirement to make the story complete and usable.
