Treat "ALTER TABLE ... ALTER COLUMN ROWID ... RESTART WITH ..." not as a schema change and do not require load of IDAA

"ALTER TABLE ... ALTER COLUMN ROWID ... RESTART WITH ..." is treated as a Schema Change and requires that the table be reloaded. This Alter is not a Schema Change, please don't require a reload after it is executed.
