CATMAINT / ENFM REORG enhancement

CATMAINTs and ENFM REORGs causes major disruption if running alongside current workload. Continuous availabilty requirements means sign-off for planned DB2 outages (version upgrades or catalog reorgs) are very difficult to obtain/justify.
