Enable what-if when invoked from ANLCSPA RFE 125687

Customer wants that WHAT-IF function is also available when SQLPA is invoked with ANLCSPA


Use Case
 
Customer often invokes explain function outside of SQLPA - with ANLCSPA macro - but this method does not allow them then later after EXPLAIN to exercise WHAT-IF function. It is cumbersome to step for that purpose into SQLPA - it disrupts their normal train of workflow.
