CDC Should Ignore Backout Processing For UOW That Are Not Subscribed

We were impacted by an NPS failure due to the Postmaster task failing.  Postmaster restarted successfully.  There is a known fix for this.  After the restart we noticed a large log recovery lag (36 hours) due to a long-running UOW that had no commits in it.   The tables in the UOW had no subscriptions.  This UOW was holding up replication for all subscribed work.  We are asking that a change be made to CDC replication to ignore processing for UOW that are not subscribed  and process only UOW that are subscribed in order to limit lag time.  See case TS002525358 for more details.

    Our strategic replication technology will be Integrated Synchronization in V7 which fulfills this requirement.

    We will not implement this feature on CDC-base neither in V5 nor V7.
