Provide an external interface to check for manual runstats statistics collection Merged

DB2 currently provides AUTOMATIC STATISTICS COLLECTION as part of automated table maintaince which uses an internal evaluation algorithm to determine the necessity to perform a (then automated) RUNSTATs collection.

We are asking for an external mechanism, i.e. a stored procedure or other interface to obtain the same information to be able to perform a manual runstats. In other words we want to know which table(s) would most likely benefit from a „fresh“ RUNSTATS collection.
