Create a "RUNSTATS Check" report similar to the REORGCHK

Although there is an Automated RUNSTATS, some people prefer to execute RUNSTATS manually.  Having some ability to run a report that "Recommends" that a table should have a RUNSTATS performed would assist in making decisions.  with thousands of tables, using a report similar to the REORGCHK to determine an optimal maintenance window would be very beneficial and would avoid executing RUNSTATS and using resources for little benefit.
