Enable comments on community notebooks

I want to leave questions and feedback (e.g. something's broken) on the notebooks present in the community.

Tie comments to notebook cells

Currently comments are notebook level. I'd prefer to see comments tied to a notebook cell. Users could view all comments or comments for whatever cell they are on. This would allow for far better feedback in a collaborative environment IMO.

Be able to select or hide visualizations from the shared link
