Role based comments field for governance assets

Currently any user can add comments to a governance asset via the right hand side information pop-out. This is useful but could lead to a lot of noise if everyone is leaving comments.

Required attributes of business terms cards

The customer asks to add a mark of mandatory attributes and comments to them. Of course we can check the filling of them using the workflow. But it would be more convenient if the user immediately saw the required fields for filling.
