Enhance LSF daemon intellegent cpu binding

Currently Qualcomm manually configure LSF daemon cpu daemon cpu binding. They are looking to LSF intelligent daemon cpu bind feature. But using numa maps command, it doesn't show optimal allocation. Sometime the memory is not on the same numa.
