TS Rolling Window Containers dropping dormant window should be similar to DETACH FRAGMENT

When a dormant fragment is removed the data is gone for good, unless you manually unload to a new table or flat file. On large TS this is very time and disk restrictive. It is also hard to coordinate on embedded systems
