Tie comments to notebook cells

Currently comments are notebook level. I'd prefer to see comments tied to a notebook cell. Users could view all comments or comments for whatever cell they are on. This would allow for far better feedback in a collaborative environment IMO.

Catalog command with comment string length 30 chars is too short

Catalog command with comment string limit of 30 chars is too short. The examples in the knowledge center document use longer strings.We use the string to contain our FQDN server names and often the limit enforces us to short names.
