Allow hierarchy levels to be picked from Planning Analytics (TM1) data source when adding to axes on Cognos dashboards

Currently, only the hierarchy from a TM1 data source can be added to an axis - by default, Level 1 is chosen in a multi-level dimension. A hierarchy level cannot be picked. This hampers the exposing of a desired level within a multi-level hierarchy.
