Allow download after job completion through Desktop Client to be requested when submitting job from web portal

After hotfix to Desktop Client 10.0.1 a filter for files to download after job completion is displayed in the submission form also on the web portal, but it will have no effect, as only jobs submitted from the Desktop Client get downloaded.
