Stop and start Query Engine via the interface

To reduce cost and energy consumption, it will be great to stop and start manually the query engines via the interface, or the shutdown automatically after x minutes of inactivity, and wake up on request (similar to wake on lan). 
We could have multiple Presto engines (small / medium / large...) to optimize the cost per queries (we don't need an XL presto for a small query): with this new feature we easily stop and start query engines
