Add Form POST support for web services

attempt to call Python web service with file_upload() or any multi-part form POST
call fails with web service error

Who would benefit from this IDEA? Any developer customer using web services with any decent-sized payload. This is basic functionality for a web service and customers will expect it.
How should it work?

What I tried to do was this (in development):
1 ) Run a Python py script which takes an image an input (obviously just a variable)
2 ) Start the script, get the URL and token
3 ) In RStudio, use httr to do a FORM POST of a decent sized image (this was why the file_upload).

This fails. What is bad is that if I use http://httpbin.org, the request worked.
