Prevent CPD Project Users from writing and changing file permissions from Jupyter Notebook

Today, any user in a project that has permissions above the read-only permission (editor, admin) has the ability to write new files from a notebook, or change permissions for a file using chmod. This is a potential security vulnerability, and not all users should have this level of permissions.
