Provide for language-specific models across geos (specifically granite-8b-japanese to non-Tokyo regions)

While it is critical to offer language-specific text generation models close to the regions we anticipate will use these the most, for global companies it is important to offer text generation capabilities across languages to multiple geos. For example, the granite-8b-japanese model is only offered within watsonx.ai cloud services within the Tokyo region. However, IBM CIO has use cases for development around this model to EMEA and NASA geos as well. This is to reduce latency for apps that integrate with Watson Machine Learning APIs for text generation integration. The alternative is that applications hosted in EMEA / NASA that are integrated to WML instances in Tokyo region may see performance issues when integrating generative AI use cases around Japanese text generation.
