Support PostgreSQL for PERF Database

Need this in Symphony 7.3.1

Currently Symphony PERF DB can be configured to use MS SQL Server, Oracle and DB2. PostgreSQL is a powerful open source object-relational database that uses and extends SQL combined with many features that safely store and scale complicated data. PostgreSQL has earned a strong reputation for its proven architecture, reliability, data integrity, robust feature set, extensibility etc. We are using PostgreSQL for the application needs and would like to use PostgreSQL for Symphony PERF DB as well.
