HostFactory returns hosts with pre-start service

Currently, hostfactory does not calculate with pre-started service. but can not return the hosts with pre-started services. This causes the huge waste. Our user case for an app

  1. 4 scheduled hosts up 24x7 with 40 pre-start services to meet our short running interactive job

  2. When say 2000 tasks coming, HostFactory launches say 30 hosts to meet SLA

  3. When all jobs done, those 40 pre-start services randomly scattered on numerous hosts. HostFactory can not return the hosts with those pre-started allocation.

  4. We have tried "Stacked" resource plan and resourcePreference=StackedSessions which have a little help for our user case. Most of time we ended up 15 hosts with pre-started allocation rather than 4 hosts as we expecting.

  5. Disabling pre-start service impacts interactive job running time.

A parameter at requestor level to allow HF returns host with no tasks running but with pre-started service should be helpful.
