LSF Cross-Queue Fairshare needs new mode to perform fairshare over multiple prioritized queues

Currently (v9/v10), when crossqueue fairshare (CQFS) w/ DISPATCH_ORDER=queue is enabled,
actual job dispatch is based on queue priority which overrides any fairshare calculated
priority. In our opinion (and after review with IBM staff), this completely negates
the concept of fairshare -> AKA, CQFS is broken (our opinion).

We need (and was expected when we first looked at CQFS) that a user's (general)
order for consideration of job(s) dispatch will always be based (first) on their
dynamic priority from the fairshare calculations. It is expected that once a user's
jobs are next up for dispatch, the order of dispatch for the jobs for that specific
user will be based on their queue use/specification. This can be a new CQ mode leaving
current functionality as is.

Additionally, without DISPATCH_ORDER set, LSF rules do not permit non-CQ queues to be
listed with the CQ queue group(s) list. In this new mode, this ordering should be
permitted and any jobs in a non-CQ group's queue should just be ignored.

    As part of the review process, we strive to be transparent about our intentions with each enhancement suggestion. The product team has carefully reviewed this idea and has decided that it does not fit into our current plans, so the request for enhancement record will be closed. The request will be kept in IBM's ideas repository and might be reassessed or reopened for additional feedback or voting in the future.
