Spectrum LSF should allow user to specify GPU compute mode at job submission

Currently, the GPU compute mode must be statically set on a node in order to use the LSF implementation of GPU resources: ngpus_shared, ngpus_excl_t, ngpus_excl_p. There is no way that an administrator can predict the appropriate mode the user wants to use on a node to keep them in a static configuration. Changing the compute mode can be accomplished with the NMVL API. The user should be able to specify at job submission time which GPU compute mode is needed on the node. Further, there should be a way to specify a default GPU compute mode that users should expect when not specifying a GPU compute mode at submission time.
