Define resource limit for each Application Profile

(1) We define many queues to limit resource usage. But there are too many queues in our cluster. That's hard to manage and not easy to use.

(2) We are considering "esub method" to limit "per-applicaiton" slots usage for this customer, but that way can not meet our real requirement. The reasons are: esub only can reject job submission. esub can not hold job. We want LSF can hold job with application profile then run it automatically when later "per-application" limit is not exceeded.
