License Scheduler licence allocation when jobs need multiple licences

LS assigns licences to the licence project with the lowest accumulated usage, however if the job queuing needs more than the number of licences available they won't be reassigned to another licence project with a job queuing that can use them.

    Another ECLIPSE example (PMR 81119,019,866):

    Parallel jobs require both eclipse and parallel licences to run, but recently we've seen cases where allocation based on accumulated usage has caused LS to assign eclipse licences to one licence project and parallel licences to another licence project - so none of the queueing jobs could run!

    Yes, it will eventually sort itself out as more licences become available or the accumulated usage changes, but it's not optimising utilisation of an expensive resource, and also results in users querying why their jobs aren't running when they can see licences are available.

    LS does not cope well when jobs require multiple licences and there are limited licences available.
