Support LSF_UNIT_FOR_LIMITS for "tmp".

Support LSF_UNIT_FOR_LIMITS for "tmp".

LSF support "LSF_UNIT_FOR_LIMITS" for core/memory/stack/swap (man page of lsf.conf), but didn't implement to support "tmp". When I defined LSF_UNIT_FOR_LIMITS=GB, the value of resource requirement for "tmp" does still mean "MB". It's very confused to end user. At the same time, the man page of "lsb.resources" mentioned that TMP is supported, but actually it's not implemented, the value always means MB.

At the same time, I would like to request a customized unit in RES_REQ, like this "select[swp>=10GB && mem>500MB]"
