Array job maximum running jobs should be honored across multiclustered environments

Our users submit array jobs, but due to many factors may want to limit the number of running tasks at a time, not only from the source cluster, but total running jobs of that array for all clusters involved ( we have many clusters that use multicluster to forward jobs to shared resource clusters).

 

For example:

bsub -app bnormal -cwd `pwd` -J "myJob[1-1000]%100" scripts_default/run.csh

Even though they have 1000 tasks, they only want 100 running at a time.

What is happening is that 100 are running in the submission cluster, but then the rest are forwarded to the shared cluster and also start running.  This can break many workflows and cause stress on the infrastructure.
