Run LSF file IO operations within the container.

LSF jobs using containers depend on mounts within  the container.  These mounts are not available on bare metal where LSF runs file operations.  The bare metal dependency means that LSF file related operations, -o, -f, -E, -Ep, etc. will not have access to mount paths.    Request is for LSF to run all file related operations within the container when a container is provided.

Solutions could involve running forked res/spatchd process in the container or by way of battch to the container.  Seeking IBM solution to solve this issue.

Current lack of -o container support is blocking containerization efforts.   Require solution in 1-4 weeks.

Next gating items are -E and -Ep.    Solutions can be phased in.
