Adjust the priority of pending reason

If both license lack and limit(SLOTS, JOBS) reach together, the job pending reason shows license reason ONLY, not include limit.

We want to adjust the priority of pending reason "limit(SLOTS, JOBS)" related pending reason is requested as high priority.

Because if the limit(SLOTS, JOBS) is reached, the other cause is not important.

The following pending reason may be counted and recorded in the report. And because of this, many licenses may be added. But the job will be pending by limit (SLOTS, JOBS).

"Job's requirements for reserving resource (xxxxxxx) not satisfied"

Of course, you can adjust the limit, but I think it's more important to keep the promised limit in general and not add unnecessary licenses.

LSF does not have a function to make a kind of pending reason to higher priority.

So I would appreciate it if you could review the two options below.

1. Pending reason include both main reason and host-based reason.

2. Adjust the priority of pending reason "limit" related pending reason is requested as high priority.

    In large environments, the biggest challenge is maintaining scheduler performance with hundreds of thousands of cores, and hundreds of thousands of jobs.

    Calculating every possible pending reason for a job is computationally expensive and time consuming.

    In most environments, Software Licenses are the most rare, and most expensive resources, as such, once that pending reason is hit, no further reasons are calculated.

    Implementing your request would negatively impact performance, and for that reason is rejected.



    If the intent is to determine whether adding additional software licenses is the right thing to do to improve throughtput, that would be better modelled in the Simulator than on a live cluster.
