Allow batch export on non-BDI-enabled Instances

There are many occasions when a review of the data is required to troubleshoot, verify, or perform general research. Due to the way that Safer Payments replicates transaction activity there are many situations when the data will be different, so it is imperative to research each instance's version of the data to understand how the cluster is performing as a whole.

This is challenged by the fact that BDI instance is defined to process ad hoc files at all times. Flipping the BDI to another instance to research an issue creates client impacts by delaying client BDI activities while the support staff is using BDI to run adhoc investigations and exports.
