Respect MTFeeders=T after BatchUpdateFinish

Currently as of TM1 server version 11.6 if MTFeeders=T in tm1s.cfg feeders are only processed on multiple threads according to the MTQ setting if either the rule file is changed (either manually or via RuleLoadFromFile funtion) or via the CubeProcessFeeders function.

If a TurboIntegrator process is using batch updates using BatchUpdateStart and BatchUpdateFinishWait then at the conclusion when the commit is made feeders are only processed single threaded regardless of MTQ and MTFeeders parameters. When a batch update finishes there would be significant performance boost by applying multi-threaded feeder evanulation. Given the very purpose of batch updates is to improve performance this would be a valuable enhancement.

    Set status to will not implement.

    The Planning Analytics teams strategy is to eventually remove feeders from the TM1 model. Not having feeders means that feeders do not need to be evaluated. This would be a more significant to performance then improving evaluation of feeders. Batch mode and bulk upload mode are likely to be removed in a future major version of TM1 server.
