Ability to use square bracket and CellValueN shorthand for rules which use cross-hierarchy lookups

Currently the "shorthand lookup" functions [ ] and CellValueN() cannot be used on the right hand side of a TM1 rules expression in cases where the hierarchy in the lookup is modified to a different hierarchy from the cell where the rule is evaluated from. As the functions are "context aware" the member context is appended to any hardcoded element reference which results in a handle to a member which doesn't exist and the function evaluated to 0. If using a DB() function on the right hand side of the expression than the rule works as expected.

The intention of this ER is that modlers should be able to use [ ] or CellValueN and get the same result as DB() without having to specify all dimensions in the lookup in the correct order.

    Believe the [ ] form evaluates faster so there are extra benefits besides ease of use
