New feature to disable rules during data load process

Pain Point: P&L cube does allocations by rule. During data load of 1 million cells, the allocation N: only rules and N: & C: feeders fire for each cell causing unacceptably long load durations..

Workaround: Even splitting the load process into smaller loads of 100K cells runs over 3 hours (using RunProcess to parallelize the loads). Rule unload/load is not a viable workaround as it takes even more time to process rules and generated feeders. BulkLoadMode is not a viable workaround as it locks out all users.

Proposed Solution: Disable rules from firing for the duration of the TI process.

Benefits/Value: The rules and feeders fire in bulk in the Epilog section, similar to using MTFEEDERS with MTQ. The expectation is that the duration to fire the allocation rules is significantly less.

Impact: Any customer performing rule based allocations is impacted. The impact is proportional to data volumes.

    Rules never "fire" when data is loaded, only "feeders". Feeder statements are procesed for a cell anytime a cell's value changes from null to non-null (for numeric cells) and anytime a strings cell's value changes in any way. This is core server behavior and cannot be changed. The long processing time for you rule load and unload leads me to believe your feeder statements are extremely inefficient and should be evaluated individually for processing time and efficiency.
