File Attachment Versions history should only show versions with updated file attachments

When a user adds a file attachment, the File Attachment task view shows the Versions table.

However, when the user updates only a field value such as "Abstract" or "Description", and clicks Save, a new entry in the Versions table appears, which makes it appear as though a new version of the file was uploaded. When end users see "Versions", they assume it means versions of the file content.

So this is misleading. It looks like a new Version of the file content was uploaded, when in fact, only a field value was updated.

Only Versions that correspond to the file being updated (a new version uploaded) should actually show in the Versions table.

Versions that only correspond to field values being updated should not be shown in the Versions table.
