Implementing setting Forbid the orphans (false/true)

Since current version (IBM OpenPages on Cloud) doesn't prevent creation of orphan object from being removed from their only parent in order to consistently ensure data integrity it is suggested to implement System setting called Forbid the orphans. Setting the value to 'false' will have current system settings. Setting the value to 'true' will prevent an user from removing association with their child object if it is 'primary' (or at least last) association with its parent. App in such case should display error message.

Pro: Risk Owner will be able to (de)associate Controls or other child object from the Risk level what is more intuitive then (de)associate objects from each child view.
