Prevent multiple licenses assigned to same user in SPSS License Manager

Problem: License is very limited (24 concurrent) and SPSS is allowing multiple license being used by same user at a time which doesn't makes sense. SPSS should prevent this from happening.
Current Workaround: Contact the user, ask to logout, and remind not to open multiple sessions. Or, restart the Sentinel RMS License Manager windows service which impacts all active users.
Proposed Solution: SPSS License Manager should only assign one license per same user regardless of multiple sessions or have SPSS Modeler prevent by displaying a message that only one session only is allowed at a time.
Benefits: More users are accommodated and save on expensive concurrent users license cost
Users Impacted: All users
How often users are impacted: A few times a week
