Questions related to what Linux utilities are being used by IIS

Our security scanners have noticed that multiple files from multiple servers do not have either a user or group ID, or even both. These files seem to be found on the Microservice Tier, as the example below:

OS_team: -rw-r--r-- 3000 3000 /var/lib/docker/overlay2/353bafbb737d0e664570807ff462d972823eae9b0629d24bf5dfc731cf14be02/diff/app/node_modules/@ibm/plex/IBM-Plex-Mono/sources/masters/IBM\ Plex\ Mono-Thin.ufo/glyphs/uni04D7_.glif


There were no changes to these files or the users which should own these files. Given the ambiguity of the situation, we need to understand as to why is this happening and how can we solve these issues by attributing user (where is missing) and group ID (where is missing).
