Throttle writes during chunk creation

When adding chunks to an instance which is using filesystem files there can be a large amount of disk writes in a short period of time to zero out the new chunk which can impact production systems.

E.g. Adding a 10GB chunk causes unacceptable client slowdown and HDR/RSS lag especially if the same network is used for storage, HDR/RSS traffic and client access.

There should be a way to throttle the writes when zeroing out the new chunk.

The zero of the new chunk should be done outside of the writes to system pages hence the time to zero the new chunk should not matter so much.

Taking minutes to add a chunk vs minimizing application impact, we would like to be able to control the tradeoff.
