Permit blocking checkpoints on secondary nodes when raw tables exist on the primary node.

Currently we cannot issue a blocked checkpoint on a secondary (RSS in our case) when there exists raw tables on the primary node.

We use raw tables heavily for admin jobs (mostly for the selection processing of archiving/purging jobs) to avoid swamping the entire cluster with semi-temporary replication data that will only be processed from the primary node from various sessions (hence why a normal temp table cannot be used).

This limitation is affecting our ability to block the disk I/O for when creating consistent storage snapshots on a secondary node.

The limitation is apparently a safety catch for when DBAs otherwise might expect that a raw table would be included in an external backup taken on a secondary node (which uses the blocked checkpoint), so it won't allow a secondary node to be blocked.

We would like a configurable parameter to allow the blocking checkpoint to happen. Ideally it should be able to be set dynamically as well.
