Extend policy and rule enforcement to Watson Studio

Policies and rules defined in the Knowledge Catalog do not extend to Watson Studio. The benefits of the catalog are the ability to quickly serve data teams assets from across the organisation to enable self-service analysis, "making data a trusted enterprise asset while remaining protected from misuse" [1].

Data access and masking rules are defined to prevent access to unauthorized users, however the lack of integration with Watson Studio means users can access what should be prohibited assets by:

 - Adding unauthorized user to a project contained data assets that would otherwise be denied to them.

 - Creating a notebook and using the "Insert to Code" function gives all users access to connection credentials, granting access to underlying data source via other applications, and any data masking/access control policies are no longer enforced.

The governance capabilities in WKS and WS are being promoted in the field as a market differentiator - unfortunately these current gaps render this functionality unworkable in most situations.
