Allow configuration to specify hlq for MMAP and MFL datasets

Currently, when users are creating a Web Service directory, they are prompted to provide a High Level Qualifier for the MMAP dataset.  If they provide their own ID, DVM will successfully create the dataset, but does not have access to it resulting in authorization errors.

We would like to be able to provide a hlq in the IN00 file that must be used when creating the MMAP and MFL datasets.  The Web Services Directory Wizard would then be changed to build dataset using following format: ..MMAP.  Given that the dataset qualifiers are limited to 8 characters, the wizard would need to have text boxes for both the qualifier and the actual directory.

    This enhancement was delivered in a March PTF release in 2020.
