Ability for DVM subsystem started task ID use an alternative ID when connecting to other systems (DB2, IMS, JGate,etc.)

The ID that we use to run DVM is not able to connect to other systems  (DB2, IMS, JGate,etc.) via password, passticket, etc.  During startup, DVM attempts to connect to these systems in order to collect metadata.  These connections fail, which causes the metadata collection to be performed when the first user connects.  

We would like to provide an alternative ID in the IN00 file to be used when connecting.
