enable on-line documentation in DOC Decision Optimization Center

It would be great to add online-documentation for each view displayed in Decision Optimization Center Client (Planner). The developers could therefore easily add description of the views that considerably help end-users to understand which kind of data they manipulate, which units, etc

    • DOC is a tool to cretae applications/solution

    • the developer could link documentation of DOC so end-users could see it

    • obviously we are talking about the documentation for end-users

    • making it is not DOC's "responsibility", then linking it (or making it available) to the end-user is the responsbility of the applicaiton/solution maker
