Add support for HSM messages from SLB to Recover Expert

DB2  SLB utility introduced support for providing the associated HSM messages to the utility's SYSPRINT via zparm UTILS_HSM_MSGDS_HLQ.   

This high-level qualifier must also be registered in HSM via a SETSYS command.  Data sets that use

this high-level qualifier are defined and populated by HSM and DFDSS during BACKUP SYSTEM and

RECOVER SYSTEM processing, then allocated by Db2 and the content written to utility's SYSPRINT DD.

 

When using Recover Expert to invoke the SLB this information is not available unless DEBUG option is used. This produces too much data for a normal run. 

This requirement is to add support to RE for the HSM messages to be written out as per the SLB utility.

We find most of the problems encountered with SLB are with HSM and having the messages with the job will assist problem investigation.
