Enhance control over objected selected for reorg when using smarter reorg recommendations

Description

http://www.ibm.com/developerworks/rfe/execute?use_case=viewRfe&CR_ID=124988

When using the REORG_OVERRIDE condition in combination with other base reorg criteria in an exception profile, any object that meets the user-defined base reorg criteria, but whose baseline or comparison window contains insufficient data for QM to make a recommendation, is accepted as an object to be reorged.   The suggested enhancement is to provide an optional switch to control whether or not objects for which QM has insufficient data to be analyzed are actually reorged.

For example, a value of Y (the proposed default) would match the current behavior and indicate that any object that meets the base reorg criteria, but for which QM does not have sufficient data, should still be reorged.  A value of ‘N' would indicate that only those objects that meet the base reorg criteria, AND for which QM returns a ‘recommended' recommendation are actually reorged.  Objects with insufficient data for QM to make a recommendation should be bypassed.

Use Case

The DBA can use this switch to control how objects for which QM does not have sufficient data to make a proper reorg analysis should be handled.
