PDB/CSV support of IFCID 396

Db2 13 for z/OS  introduced a new trace record to track long index page splits ( > 1 second).  It is expected to be active all the time (part of stats class 3) .
Db2 also introduces IX split stats in the RTS tables, and the expectation is that customers will use RTS to see if there are many (long) splits and then use IFCID 396 to zoom in on the time and pages being split.

Today there is only RECTRACE support of IFCID 396 , which just formats the record. However to be able to do an in debt analysis of the times these long splits occur, the objects, pages,,, you need to be able to slice and dice this info. This is not possible with the RECTRACE , as there is no object filtering , no ORDER processing possible.

So it would be very useful if this info could be loaded into a Db2 table and/or a CSV file could be create for this to be able to analyze this data and help customers identify the IX with many (long) splits so their design can be optimized to improve performance.
