introduce user-defined layout support to ACCOUNTING SAVE and FILE subcommand

Currently user-defined layout is supported in ACCOUNTING with REPORT and TRACE subcommand, but not supported in SAVE and FILE subcommand.

The pain point is when the SMF 101 volume is extremely large, say 200 million records per day, the ACCOUNTING SAVE CONVERT processing time is significant. The benefit with this new support is, PDB (performance database) users can select subset of fields they wish to monitor, and could greatly reduce the CPU time because less fields need to be processed.

    There are several way in OMPE how to use out of the box. You may contact me via email: njenninger@rocketsoftware.com. Is our mahor issue the number of columns per row in the PDB or the nuber of row to be processed from the //INPUTDD data stream?
