Create ISO standard function to replace systools.JSON_update

We would like to have a ISO standard function to replace systools.JSON_UPDATE.  If we have this all JSON functions will be owned by SYSIBM and we will not have to grant any explicit permissions to the systools JSON functions.  this is will simplify administration and make use of JSON easier in DB2.

    Unfortunately, not until the candidate makes it into a release plan. All we are doing here is recognizing that this is a valid and useful idea that we will consider for inclusion as we make plans for some future release, where release could be an update or a version. Which release and when are unknown until we select the candidate to be a part of a planned release. That may happen next quarter, next year, or later.

    FYI, votes help. The more votes, the more likely it is to make an earlier plan/release.
