Update PHP Buildpack for Cloud Foundry to support PHP 7.3/7.4 with DB2 on the cfLinuxsf3 stack.

In order to host a PHP/DB2 application in the IBM Public Cloud, you need a Buildpack that supports the latest version of PHP & DB2. The existing buildpack only supports upto PHP 7.1, this went EOS Dec 2019. This means anyone using it to create PHP apps in the IBM Cloud are now running an unsupported version of DB2.

My actual pain point is this. I have developed a number of applications used internally. They run on the IBM Dedicated Cloud environment. But this environment is being sunset and deleted in Sept 2020. I can't migrate my applications over, because the only buildpack that supports PHP & DB2 is out of date. It supports PHP 7.1 that went EOS in Dec 2019 and the cflinuxsf2 stack. IBM Public Cloud requires support for the cflinuxsf3 stack and we really should support a supported version of PHP.
