Allow capability to ALTER the UPDATES column of SYSCOLUMNS

DB2 10 for z/OS eliminates the PARTKEYU system parameter and always behaves as if PARTKEYU was set to YES. However, tables created in DB2 for z/OS Version 5 and earlier can not take advantage of this capability unless the tables are dropped and recreated. DB2 should allow the UPDATES column in SYSIBM.SYSCOLUMNS to be altered to YES to allow these older tables to inherit the only supported behavior for PARTKEYU in DB2 10.

In lieu of the current destructive approach, please provide a less intrusive method, e.g. ALTER. If possible we would like to see this introduced as an APAR retrofit into DB2 10.
