FR583: Enhance IFCID 316 to capture stats of UDFs as well

When the following dynamic SQL query is issued, processing the
query involves processing a UDF. This works fine. However, when looking at SQL dynamic statements stats in a DB2 monitor, which retrieves IFCID 316 data from DB2, the data provided is not consistent.

The access path of the 'main query' is to use an index on columns creator, name. There are three getpages. However, IFCID 316 also reports 161 synchronous reads. Having 161 sync reads for 3 getpages does not seem right.
Probably, the 161 sync reads occurred for the queries processed inside
of the UDF. Likewise, the IFCID 316 elapsed and wait times indicate that
the high CPU and sync I/O wait times was due to the UDF processing. I
think either all of these stats and counters should take the processing
within the UDF into account - or none of them.

APAR PI07461 was created to correct the inconsistencies in
the statistics for the number of get pages, accumulated wait time for
synchronous execution unit switch and accumulated wait time for global
lock. The following statistics are not accumulated in IFCID 316 though:

* number of index scans
* number of table scans
* row examined and
* rows processed

The requirement is to enhance IFCID 316 to also include these statistics for UDFs executed as part of queries.
